Hunan: accelerating the spread of hydrogen applications in the area of equipment and transport and the development of the entire chain of orderly propulsion and storage

On 4 November, the Hunan Development and Reform Commission issued a circular on the “Fifty-five” Renewable Energy Development Plan for Hunan Province. It noted that non-electricity use of renewable energy sources was promoted. Upgrading the supply capacity of clean hydrogen sources and actively exploring applications of renewable energy technologies for hydrogen ammonia. Accelerated use of hydrogen in the areas of equipment, transport and distribution of facilities such as integrated stations. Promote demonstration of hydrogen applications in areas such as renewable energy reduction and grid peaking。

On 4 November, the Hunan Development and Reform Commission issued a circular on the “Fifty-five” Renewable Energy Development Plan for Hunan Province.

The document states:

Promoting non-electricity use of renewable energy. Upgrading the supply capacity of clean hydrogen sources and actively exploring applications of renewable energy technologies for hydrogen ammonia. Accelerated use of hydrogen in the areas of equipment, transport and distribution of facilities such as integrated stations. Promote demonstration of hydrogen applications in areas such as renewable energy reduction and grid peaking. The exploration of hydrogen applications in the fields of steel, agriculture, food, medicine and the orderly advancement of the entire chain of hydrogen energy “storage” development. Encourage the expansion of renewable energy heating applications, explore the use of wind-to-heat alternatives to fossil fuel consumption in the industrial sector, and encourage the application of efficient heating technologies such as new distributed energy coupling heat pumps. Locally appropriate advances in the multi-purpose and efficient use of biomass, exploring the use of non-food bioliquid fuels such as biodiesel, bio-air kerosene and bio-gas in areas such as ships, aviation, etc.

Upgrading of power system regulation capabilities. The orderly advance of the re-engineering of conventional hydropower units, the development of new storage diversity scenarios such as electrochemicals, compressed air, hydrogen (amino) and heat (cold), and the implementation of multi-species applications such as power side, grid side and user side storage.

Promoting innovation in renewable energy patterns. Upgrading the co-operation of new energy sources and loads, supporting the development of new business models for the integration of new energy sources, such as the integration of supply networks, green power chains, smart microgrids, zero carbon parks, and the rational allocation of new types of energy reserves and the full exploitation of load flexibility and flexibility, and promoting the near-discount of renewable energy sources in situ. Promote the upgrading of distributed energy aggregation capabilities, encourage the pooling of resources such as voltage, new types of storage, adjustable loads in virtual power plants, provide flexibility in regulating power systems and participate in market transactions. Sustainable fuel alternatives such as green hydrogen and green ammonia in priority areas such as chemical promotion and transport.

(d) Strongly implement renewable energy alternative actions. In the field of transport, large-power recharge facilities and overcharged power stations for photo-storage, enhanced clean energy supply and energy security for new energy weight card scale applications and the construction of zero-carbon road transport corridors, actively promoted the construction of an “Electrification Hole” court, accelerated the construction of energy-side facilities along inland waterways and low-altitude transport networks, and explored the development of a network of green fuels such as liquefied natural gas, hydrogen, biodiesel and methanol.

Strengthening of renewable energy technology clearance. Strengthening critical technology clearances and core equipment development in the renewable energy sector and planning for the implementation of forward-looking and strategic major STI projects and first (set) major technology equipment demonstration applications. Full advantage of competitive mechanisms, such as “show-and-show” horse racing, focusing on core technologies such as hydrogen energy, “Advanced Intelligence+” and floating wind power. Increased research and development of smart movement applications to speed up smart grid movement control, energy Internet co-operating, multi-energy complementary integrated energy systems, and smart innovation. Upgrading the ability of new energy plants to make smart decisions in weather forecasting, market operations and trading in multiple varieties of electricity markets.

Promoting innovative applications of renewable energy technologies. Optimizing operational technology applications, such as joint management of intelligence, synergetic transport maintenance, upgrading of integrated wind-light and energy mobilization capabilities, and simultaneous improvement of power generation efficiency and system-friendly performance at power stations. Promote new technology applications such as networked new energy sources, long-scale power forecasting, and participate in movement movements using aggregate modes, virtual power plants, microgrids, multi-energy complementarities, etc., to enhance the proactive support capacity of new energy stations. Development of a demonstration of the application of network-based transients and light volts to accelerate the scaling-up and industrialization of new wind power equipment, such as floating wind power. Promote the use of hydrogen in research applications in transport and industry and explore green hydrogen substitution in industrial processes such as iron and steel focalning, chemical synthesis, etc.
